PAN: Lookups that don't find data

Description

If there were lookup queries in a DO panel that didn't find data, the system ran the decoding query each time the panel data was saved.

This case is very particular, and only occurred in the case of "logical" connection type foreign keys (meaning not in the database). In this configuration, the decode might not generate results. In that case the system ran the query each time the data was updated.

Beginning with version 21.5, the system remembers if the query found no results and behaves like lookups that did return data.
